UNDERGROUND RESERVOIR IN TAIWAN, PEN-HU

摘要
台灣位於西太平洋之亞熱帶,四面環海,地勢狹長,中央山脈縱貫南北,且山地多於平地,其氣候屬亞熱帶海島型,雨量充沛,但由於山勢陡峻,河床此降極大,河流短促,地質鬆軟,每遇暴雨洪據民國七十二年之台灣地區水資源運用統計,全島年降雨量為904億立方公尺,扣除蒸發、滲流及逕流入海外,年利用總水量為19l億立方公尺,僅佔全部降雨量之21%,其中尚包括現有地下水年用水量42億立方公尺,及已興建水庫總容量19億立方公尺調節之年運用總水量32億立方公尺。故直接引用河水量計117億立方公尺,僅為全降雨量之約13%。由於人口逐年增加,農工業力求增產之要求下,用水量當隨實際需要提高,急需涵養水源,增加蓄水。鑑於興建水庫後環境之開發倍受泥砂淤積之害,位於人口密集地區附近之大壩,受地震或超級暴雨之威脅具有某一程度之崩潰機率。地下水庫乃不改變地貌地形,亦無潰壩危險,又不露出地表面,而無蒸發損失之天然調節池,位於澎湖縣白沙鄉之赤崁地下水庫已由台灣省水利局調查設計完成正施工中。茲將其構想及設計簡介如下,以供各界參考。

Taiwan is situated in the midst of East Asia monsoon system, it's average annual precipitation is about 2,500 mm, But for un-uniform distribution, only 21% of annual runoff can be taken for the usage demand, and reservoir construction is important and necessary.
In Taiwan, the mountains are in general, steep, the rivers, are short and rapid, the geological structure is weak, the dam is frequently hit by typhoons, floods, earthquakes and sediment. Underground reservoir is a method of utilizing ground water resources efficiently without changing topography. This paper presents the engineering consideration and information of Tze-kang underground reservoir project under construction in Pen-Hu.
